Hey guys, is there a way to increase Weakness to Fire WITHOUT becoming a vampire?

Potions with negative Effects. Some that are very easy to craft:

Bleeding Crown + Juniper Berries + Namira's Rot = Regenerate Health & Weakness to Fire

Bleeding Crown + Juniper Berries + Tundra Cotton = Fortify Block + Weakness to Fire + Resist Magic

Bleeding Crown + Juniper Berries + Lavender = Resist Magic + Weakness to Fire

Note that the Weakness to Fire effect is about 3 times stronger than the Resist Magic effect.

    Any permanent ways?

Well there is the Apprentice stone that adds +100% magicka regeneration at the cost of +100% Weakness to Magic. Combine it with enchantments or effects like racial passives that reduce dmg (caps at 85%) of frost/shock spells and you've got your (almost perfect) +100% Weakness to Fire.
    This is permanent.

@Chris - For the head I would say Alikr Hood for the rest you could go steel plate armor or Solitude guard armor or Banded Iron armor for vanilla armors. If you can use mods though I would suggest to look for modded armor immersive armors has quite a few.

Anyone know of any white hood-type headgear?

The only white headgear in the game is the Chef's Hat, but you will probably have to go with a Novice Hood or Ragged Cap instead.

I've been trying for a number of years to make a vampiress build.  I've come up with various different concepts, but the crux of the matter is that I believe in the concept of a 'good' vampire, who isn't bent on world domination or carrying out illegal acts.  As a result, I've found it rather questionable to waltz around in vampire armour, as it seems counter-intitutive to a vampire who does not want to become the 'lady of the castle' and does not want to draw attention to herself.

To this end, I've toyed with using vampire robes, boots, and gloves, and the shrouded hood for the aesthetics and Alteration for defence, but without magicka regeneration from the vampire armour (royal or standard) I don't see it working well.  The skills I plan to use are: Illusion, Conjuration, Destruction, Restoration, Sneak, One Handed, and Light Armour or Alteration.  The build is a stealthy vampire mage, who prefers to fight from the shadows and isn't planning on world domination or to go to kill the Dawnguard at the end of the Volkihar campaign.

Aesthetically, the robes seem like the best fit, but for effectiveness and viability, the armour seems best, so I'm stuck.  Would you recommend Alteration or Light Armour for the final skill?

Good aligned vampires are some of my favorite builds (especially witchhunters--I love the contadictions :D)

I say go with aesthetics. Use the robes in conjunction with Alteration and pick up a ring or necklace of regeneration (I'm always stumbling across jewelry with that effect in my dungeon crawls). Alteration when perked provides plenty of protection, and Illusion + Conjuration + Destruction goes a LONG way to keeping some distance between you and the baddies. Also, I'm always picking up potions, so you can chug a few of those when you find yourself in a bind.

Granted, I play on Adept, which is forgiving enough to let me make aesthetics and roleplay priority number 1 rather than mechanics. But my answer is always, 'Go with what looks good, feels good, and is fun first... work on mechanics afterwards.' ;D
