My vieuw:

If I was a young not yet very skilled mage... I might want to become vampire so I have the long life needed to master magics.

If I already am skilled and prolong my life using magic I rather end the nuisance and steal there powerfull artifacts to further my own gouls.

Then there is Always the mater if you have a patron. Mine has visions from Azura. And since Molag Bal is no part of the tribunal I geus that's no vampire.

(I also make qeusts longer. I needed to do the athearal crown and a bunch of other stuff as a test of faith b4 i could get azura's star, make's it that much more special.)

Good question. The telvanni might see this as a threat to their authority and would see that it would be dealt with in correct matter

Sounds pretty reasonable actually, I also highly recommend becoming Thane of a few holds since the Telvanni had political influence in Morrowind,  why not have it in skyrim?  ;)
