The other way to achieve unlimited concentration casting is displayed by Mason's Hall of Fame Seraphim using the atronach stone. Sometimes referred to as the "ultimate atronach".
One other option (sort of) is creating and "endless" magicka pool using equilibriium / blood magic as displayed by Noodles and friends in The Twilight of Meridia.

Close but not quite. I think the build Im looking for did something funky with circle of protection to get back insta recharge magicka as long as you stood in the circle.

Right on - ok that's the spell absorption "magicka battery": I actually used that in on of mine The Holy Ghost, but she's not a pure mage.
I first saw it in No Snakes War Priest. Again, not a pure mage. Maybe someone has the answer :)

I know exactly what you are talking, but I can't think of any build that uses that exactly.

Though it's probably not the build you're thinking of, Lohzar and I used it in The Legend of Lover's Lament. Whichever build you use, if your restoration level gets high enough, I'd swap out Circle of Protection (which sometimes breaks) for Gaurdian Circle... GC seemed a lot more reliable ;D

The build you're looking for is The Force Adept by Curse Never Dying but I don't think it is on here anymore. I can't seem to find it. It used the circle of protection as a battery of sorts

Couldt find the help thread so asking here:
Does the "Aspect of Terror" perk from the illusion tree work with flamecloak? I'm working on a build and I want to know if this would be viable...

No, Aspect of Terror only affects flame spells like Flames and such forth, but not Flame Cloak and Fire Rune.
