Now I'm familiar with people complaining about the leveling problem, but from my memories of Oblivion, it was never a big deal. It is as large a problem as people say it is?

Yes and no.
When you level up, you get to raise the values of three attributes. The amount you can raise an attribute by depends on how many skill points you have gained in skills governed by this attribute. In order for you to get the maximum skill up bonus (+5) to each attribute, you might have to use a skill that is not relevant to your playstyle. If you care about RP, then this can be a nightmare. If you don't care about RP, you still have to keep track of which skills you have been using. Here's some great articles from UESP:

Thanks. On a related note, I don't use any endurance skills. Am I screwed? Do I have to break the RP to block a whole bunch every now and then?
