They do have the alchemy lab but that's more likely because every mage has at least the basic knowledge in alchemy and alchemy is widely used in all kinds of magical researches and experiments. But it doesn't go both ways. The College doesn't even have an alchemy teacher. In Skyrim, people who want to learn alchemy become apprentices of alchemists, like you can see in the case of Quintus from Windhelm and Ingun in Riften. In Cyrodiil there probably exists some alchemy-oriented institution, but I doubt it would be a part of a magical one.
