Stormcloaks,Imperials,or The Thalmor?

    As I said, the Thalmor believe their insight into Ulfric's character gives them the ability to manipulate him into actions that are beneficial to them; whether that's true or not isn't spelled out in game.

    General Tullius is also an asset to the Thalmor- they can also manipulate him to get him to do what they want. Example: the party at the embassy, where he basically admits he must show up to keep them happy.

    Remember- as I said, everyone in this game is biased. Of course the Thalmor think they're in control and have nothing to worry about. They're the bad guys. Just because they believe one thing doesn't make it true.

    To your second point, the Aldmeri Dominion does not want the war in Skyrim to end. They are not ready for a full-scale conflict yet, any more than the Empire is- that's the whole point of starting the conflict. The Empire didn't actually lose the Great War- the Dominion started with a blitzkrieg that captured a lot of territory, but then got bogged down when the Legion counter-attacked. They managed to sack the Imperial City, but the final battle of the war was a rout- in favor of the Empire. At that point, though, neither side was in any shape to keep fighting.

    That's actually one of the Stormcloaks biggest beefs with the Empire- from their perspective, the Legion didn't lose, so why did they give up so much in the White-Gold Concordat? That's why Ulfric, Galmar and others feel so betrayed- they won tied the war, and the Emperor gave away the peace.

    Err, that's kinda rambling. Bottom line is that Dominion is not unstoppable- they were beaten in the Battle of the Red Ring (though, at great cost), they were beaten in Hammerfell (who, recall, successfully rebelled already) and the Stormcloaks think they can be beaten again- so why tiptoe around gagging on their offensive demands when all you have to do is stand up for yourself?
