Sorry I cant be more helpful! I play on a PC so I'm not sure what does and doesn't work an xbox. From what I've heard, the dual power attack enchantment bug hasn't  been patched.

You perform a standing dual power attack with one handed weapons, the enchantments remain on your claws and don't consume charges. That's how it worked back in my day!

Try something other than soul tap? Even without the claws, the build still works. When I played through it myself, I actually didn't even use the claws as I was sick of grinding enchanting from a previous character. Though I have used the glitch in past and it did indeed function.

Try attacking and using wolf form at different stages of the power attack, cast them simultaneously, as opposed to waiting until you are swinging.

I'm close to finishing Enchanting, so I'll probably test it out on dual scimitars (which were going to be my Claws of Hircine anyway). If it doesn't work, I'll probably just scrap it and start a new character and ignore enchanting. If I do scrap enchanting, what would be a good alternate skill to work on for this build? Does one-handed's dual weilding perk still help out werewolves?

As far as I know, the best booster for Beast Form's attacks is Berserker Rage.  I haven't really played around with weapon glitches, though.  I  mostly use BF as an alternate to a good  solid build in normal form.

The build has plenty of defense as it stands.

I'm not interested in racial abilities... if I scrap Enchanting, I need a general skill to replace it with. I'd rather it be something useful to this build, of course. Nothing against the orsimer, but playing orcs never really appealed to me. To each their own. :)

Not to my knowledge. Its possible, but I haven't tested it myself.

None taken, it's just the best one I know, other than the Dawnguard Werewolf Tree, which isn't really all that awesome, either.  I just don't really build around lycanthropy, it's all right, and even useful, but really a better addition to a good build than a basis for one.

Disease immunity rocks, Beast Form is one of the best ways to sprint cross country (If you know where to grab Bandits for pit stops, you can run from Riften, or Winterhold to Markarth in one shot.)  However, the inability to use ANY range, limiting yourself to the few claw, and pounce attacks, low tanking ability and lack of control over when you change back make it less than ideal compared to other ways to approach a melee.

Of course, that's just my opinion, I could be wrong.  I just don't see it as anything but a nerf in comparison to much more versatile primary fighting styles.

I'm curious why you would start a new character when you could just "Legendary" your enchanting skill to reset it and get back all the perks you put into it for use in whatever other skill you decide fits better...

It might be worth updating this build to note the follower dialogue bug (as referenced by No Snakes aLive 's "Master Monk" build) in which, if you start a dialogue with your follower at the same exact time as you start your transformation, you can trade items with your follower and even equip multiples of the same item (multiple helms, multiple armors, etc.) .  This basically allows you to equip the Ring of Namira again after patch 1.9 for use while you are a werewolf.  As an added bonus, all the stuff you equip will stay equipped after you transform back to a humanoid (see the Master Monk build for more details about how to turn it into a gameplay option rather than a game-breaking glitch).

Basically, this glitch allows werewolves to scale at higher levels by providing them with extra armor and enchants, although of course players will need to exercise some restraint or else they could easily make the game too easy.

While its certainly worth noting, one of the aspects of this build I think is truly unique is its dismissal of the menu system. Dont get me wrong, the menus are great, but all the equipping and equipping of junk in Skyrim is just so unrealistic and really breaks the heat of combat. I like that you cant use an inventory in beast form. Even the more combos for the build are just several hot keys.

If its what people want to do, its worth adding, but I, personally, would not use it.

It would be easier (and just as "legitimate") in my opinion to console in +x health and +y armor every level to account for the effects of the enchantments and armor in a minute or so instead of spending thirty seconds equipping and searching for gear and messing with follower ai every single time you shift.
