Yeah, Bladesman is a bit more effective if you're going to spin them to death with nothing but Dual Power Attacks. They don't proc every strike, but often enough if you score hits fast enough. Back when I was beating up Alduin (On Master) in a loincloth to compare the various fighting styles, the Redguard was just dual Bound Swords, which I tested without, then with Bladesman (3) I spun him to death with side-steps to keep Him turning in place rather than counter attacking, and breaks to shout Dragonrend, or Clear Skies (For the Meteor Shower effect) With Bladesman was a noticeably quicker.
However, even with that caveat, all else being equal you will always do more damage with Armsman5/Blademan0 than Armsman3/Bladesman2. And that goes for all attacks, not just Dual Power Attacks assuming you have the Stamina every time.

Yeah, if you have +100% from Armsman, and +300% from Enchantments (Probably requires Alchemy as well) then all 1 handed strikes do 5x the regular damage.

I had a build similar to this, awhile back, I like the whole you explaining differences upon these.
When I started my Battlemage I recently just got done with a Alik'r warrior(from mason of course) he used Archery, Alteration, One handed and sneak I did go and use some enchanting and smithing with some alchemy and restoration but at level 35 I felt I shouldve just went with a battlemage so I did,
Using the unenchanted robes and enchanting them was a good idea, I used the Daedric Sword and with the Dragonborn dlc I had a lot of staffs to use, I became a master of magic and swords, I used my staff often with my sword like Miraak, I even did the restoro glitch awhile back on the guy and he was a badass. I played on Legendary...This build just reminded me of the guy so I thought id say something ill +1 this.

Thanks for the like! Personally, I don't really favor Miraak's staff... to OP IMO and definitely for this build.
This build is all about mobility and making correct use of the correct equipment pertaining to situations you might face. Thanks for the like and hope you enjoy the build
