DB nailed it. I'd also like to add that you can always replicate enchantments from older games via a variety of things in Skyrim. For example, Weakness to Frost enchantments aren't a thing in Skyrim, but Weakness to Frost Poisons are. Likewise, Disintegrate Armor doesn't exist in Skyrim, but Marked For Death does.

As long as the artifact features prominently in the build, it's fine. I'm not going to try and make this difficult; just make a clear attempt to incorporate the artifact into the build without simply tacking it on and you're good.

I think the recreation should hold true to the spirit of the artifact. For example, the Dawnbreaker would excel at smiting the undead, the Spellbreaker is meant to counter magic (be it by protection or prevention) and Helm of Oreyn Bearclaw would improve the wearer's vitality and steadiness.
