Okay, I've liked the build, even though I don't normally like or play monks. There's just something way too chill about them and how they clobber people to death with metal gauntlets (in Skyrim, at least), but I have done some testing for you on PC.
I made a new modding profile and I had the expansion packs and a few texture mods on it, that was it. I consoled myself Daedric Gauntlets, an Unenchanted Restoration Staff, about 1000 potions of stamina and the carry weight to actually move with it. Then, I gave myself a hefty heavy armor skill (Fists of Steel perk) and I spawned a bandit, checking that I could actually one-hit kill him with a punch (very satisfying, I admit).
Then I proceeded to bash with the Staff. Very cool, I never knew about this mechanic, so +1 for that alone, and I'll definitely go about a spellsword build one day that uses a Staff rather than a shield. I hotkeyed the stamina potions and kept chugging them when the bar flashed empty, then I eyed it and kept bashing, waiting for the bash that didn't use up stamina and (hopefully) would one-hit kill the bandit.
I'm sorry to say that it never happened. I thought once or twice that I had gotten a no-stamina bash, but the bandit (who was circling me with an iron dagger) was definitely not dead and had received a miniscule hit to his health (I think the basic, unperked bashing is something like 3, right?). I managed to bash about ten bandits to death by whittling down their health (and Sven thought it would be a good idea to charge across the river to kill the bandit I was prodding), but I never got to actually properly staff-punch-prod them.
It's not an unofficial patch thing at the very least. Although, I could just be an idiot and misunderstood what's meant to happen, but, ya know what, if it doesn't work on PC, the build is still badass and it's about time people on consoles had something the #PCmasterrace hasn't. We get awesome mods and ENBs and can tinker and hack away to our hearts' content, and if consoles get staff-prodding I'll definitely not begrudge them it (even if it is incredibly badass).
I will leave the mod Staves of Skyrim, a mod that adds staff-shields which can be transformed, on the fly, from blocking staffs to destruction staffs. That should soothe PC butthurt.
