I don't think new builders have to ask experienced members to collaborate on builds. Learning from the best comes in different varieties. Observation, patience, general interaction are quite effective in build-making process. My one and only build is currently in Legendary rank. I did not ask people to collaborate on it. I did, however, ask for help on different aspects of the build in CB HelpDesk, Tips & Tricks, several blog members on Skype for about a year before posting it.
What new members need to see is that posting a build is not mandatory to be a well-accepted and productive member of this community. You can (and I'd say, should) take your time, see how things are done around here, learn from observation, post articles in different groups to hone your skills with Ning editor.
As for the event idea I see no harm in it. But I think it's pretty clear that a lot of experienced members are open for collaboration with or without event. Just recently I saw Curse offering his help to several new builders, Ben C is always helpful and open for help, Henson too. Ask and you shall receive.
