Reflect Blows isn't viable with any armor set tbh. First off, you still take the damage, so it won't ever save you from death or anything like that.
Also, the damage reflected is equal to the damage you take, not the amount your enemy dealt. i.e., if you're capped at 80% resistance (which, at 100 Heavy Armor which is required to select the perk, you probably are) then you're only reflecting back 20% of the damage. If you're blocking too, you're reflecting back even less -- as little as 3%!
Agreed about Mage Armor 3/3 + Stability being far more worthwhile. Though those are way underpowered in the early game, ironically.

Tower of Strength has its moments I'll admit, it wasn't fair to call it awful. But I'll fight tooth and nail about Cushioned. Easily one of the most useless perks in the entire game, IMO.
First off, fall damage grows exponentially. A player with the Cushioned perk can only survive about 15 extra feet of falling compared to a player without the perk (assuming all else is equal).
Also, even if the perk let you drop 2-3 times further, it would still be pretty lame. How many times are you really going to need to jump off a cliff of a length that's just high enough that you'd die without Cushioned, and still low enough that you won't die anyways? Heck, how many times do you find yourself jumping off cliffs to begin with? I know I never do -- unless it's right after saving. Or if I'm roleplaying as the Adoring Fan at Dive Rock.
Oh, and if you ever really do need to jump off a cliff ... you're probably better off just using Become Ethereal. I don't know of a drop in the game that's so high that your Ethereal would break before hitting the bottom. (And if such a drop does exist, you definitely wouldn't survive on the merits of Cushioned.)

Considering that Bonemold is one of the lightest heavy armor sets (weighs less than Steel) but also has one of the worst armor ratings (only beats out stuff like Steel, Iron and Ancient Nord), it's probably the best choice for recreating medium armor in Skyrim when you add in the fact that it was a medium armor in Morrowind.
