The Towers are from an in-game source and legitimise an out-of-game one. Until another in-game source contradicts that, we can only work on what we think we know. I get what your saying about why he's tagged it as such, but if I were to start a discussion based on the Towers and their implications from The Book of the Dragonborn I would be hesitant to tag it as non-canon.

The Towers aren't real towers for the most part, and any tower sitting around doesn't make it a Tower.
Heck, only three are true Towers. Adamantine, Crystal, and Imperial City. Then we've got two mountains, a mecha, a tree, and who knows what.

You can say that the fact that all these towers are mentioned in one passage implies their connection - I say it's a poetic way to describe events obscurely.

I do believe this is the first in game source to legitimise Green-Sap. Further proof that the development team are still using the works of the initial inspirations.
