The purging of Valenwood likely dealt with removing corrupt heads of clans and Imperial supporters. I do not think they purged just any Bosmer. Also remember that in their own habitat, Bosmer make horrifically talented guerrillas and allowing such terrorists to remain at large in a land with such fragile national unity is a direct threat to the solidity of the Dominion.
I also do not think the Redguard were particularly persecuted. Once Hammerfell fully seceded from the Empire, they were left well alone. I wouldn't be surprised at all if it were the Aldmeri Dominion pulling the political strings that caused Hammerfell to decide to secede in the first place. (Titus Mede II granted part of Hammerfell to the Dominion, which royally pissed Hammerfell off. I have an idea that the Dominion had no need at all of that land and merely needed the Redguards to have enough impetus to leave the Empire, so it was probably suggested that Mede give the land the Dominion as part of the WGC.) At a later date, it's possible that the Dominion might offer Hammerfell the position of a client state in their union, as they seem to let client states rule however they wish. Or, they might be comfortable enough allowing Hammerfell to remain fully independent as the Redguard have largely kept themselves to themselves (which, from a Thalmor attitude, is the correct foreign policy to adopt). Really, it just seems that the Dominion wanted to prevent further piracy, which, admittedly, Hammerfell is known for.
Now the Nords might be a special case, and I'm not surprised the Thalmor have no love for their kind. After all, both Ysgramor and Tiber Septim have proven to promote hatred and intolerance for all foreign entities, especially Elves. On this note, Tiber Septim's history of completely overkilling Alinor with that ancient Dwemer golem, and then being venerated as a war hero for it is highly disturbing to the Elves. It would be like Charles Manson being venerated as a hero and later worshiped as a god after his death. From that perspective, surely you see how horrifying that prospect is for the Elves. They see the Talos-worshiping Nords as complete lunatics! How could you possibly allow someone that cruel and violent to act as your principle deity?
