They work hard to earn their living and they truly deserve something better, but surely Ulfric can't throw away good money to expand the whole city so that the ones that don't even support him can live luxurious. We are in the middle of a damned war. If the Argonians supported him, I am sure he would do something more for them, maybe give them the grey quarter and throw the Dunmer out as he should do. This war must concern all the skyrim's inhabitants. If they empire wins, they are all doomed. She will be so weak that the Thalmor won't resist rushing in and slaying them all. And who do you think is going to be next? Morrowind and Hammerfell. If they get their hands at Skyrim and Cyrodil, none will be able to stop them.
