I've played this a lot on Master, and I can testify that you can survive - perks are not everything! With a heavy armor helmet and shield + scaled everything else, you look very good and the armor is decent. Of course you won't be a tank, but with the Block perk tree filled out and constant movement during combat, it's completely viable Even quite enjoyable, since you know that if you stop for a moment, you're likely dead.
Some tactics:
Use Become Ethereal + Eternal Spirit as a spiritual blessing which allows you to meditate and regenerate health in the middle of combat. Keep every piece of regenerate health jewelry you can find/buy.
Use Ice Form to temporarily disable some foes and concentrate on others.
Unrelenting Force: shouldn't need to be explained much. For example, shout enemies down and reposition to a more difficult position and down a healing potion.
Work that shield! If you learn proper timing, you can survive with very little damage.
And then there's lycanthropy... I roleplayed it as a curse; whenever my character was overwhelmed with enemies and stressed out, he would roar fearsomely and turn into a horrible beast, slaughtering everything and remembering nothing of it afterwards. (War Cry + Beastform)

For an armour match to this, I highly recommend the NorseViking Chainmail mod by Croc. It offers an excellent series of Norse/Anglo Saxon style amour in leather, steel and advanced armour, slightly stronger than the vanilla versions and they look fantastic.
