Try to jump from a rooftop, it looks way better.
Or just to hit and enemy below you, when you touch the ground you will roll and then backstab him, no need to stop and sheate the weapons. (I've never tried the weapon method, you can do that when falling? - If yes, my method loses a point...)

I don't think it can be tested through a Creation Kit, but logically the script should not check whether the attack hit or no, that breaks the point of the perk. So it checks whether the enemy does power attack and whether you are blocking at that time. If I'm seeing this right, if an enemy power attacks somewhat far from you the perk should still activate.
