A good way to confirm is to do the werewolf lunge (charge attack); if you are able to knock down/stagger things while absorbing hp then it stacks. Likewise, if you press both triggers down and capable of flinging your targets while absorbing hp then it stacks.
Otherwise what seems more likely is the game is registering your attack with your poleaxe as magical damage (all attacks done in werewolf form is a type of magical damage-- which is why if you have 100% atronach your capable of absorbing attacks done by other werewolf/werebears) which completely ignores targets armor and defense allowing you to do more damage than regularly can.
