I think only the potions with damage health attribute are affected, like Ravage health, Lingering Damage Health and Damage Health. The others are not affected as far as I know.

Not that I'm aware of, it's just one of those stupid things you kinda put up with in Bethesda games. This stupid bug is one of things that originally made me ignore the Drain Vitality shout, it was an annoyance.

Decided to try my hand at enchanting and how it works with DV and found a surprise, the Damage Stamina/Magicka enchantments are not affected by difficulty setting either.
Made a bow with DamageStamina+Frost and it was doing the following on Legendary:
With 1 word of Drain Vitality I was able to absolutely destroy anything that was using melee since they could barely move faster than a slow crawl. Made a Bow that used Magicka Damage and shock and with 2 words of DV I was able to render dragons useless. The bow was doing something around 65 magicka damage per shot so it only took ~3 arrows to drain a dragon's magicka.
The amazing advantage to this is that unlike with poisons, undead and automatons are not immune to enchantment damage so I was able to run through a Nordic crypt and basically slaughter all of the draugr with ease. Deathlords are not as scary when they can only move as fast as a geriatric! I imagine this bow would slaughter Vampires.
Mason's 'Arcane Archer' using these enchantments (Damage Stamina/Magicka) combined with Drain Vitality takes on a whole new interesting twist, I think I might finally try a new character and have some fun with this and not have to worry about making poisons!
P.S.
Thinking about this more I guess this could make the 'Mace of Molag Bal' a beast. With 2/2 Augmented flames the mace does 37 Stamin & Magicka damage per swing. Combined with Drain Vitality and your enhanced vampiric drain (blood of ancients) you could be a walking plague that cripples everything in your way...plus it steals the soul of your victims, the ultimate evil weapon.

Seriously thinking about it. Have been playing with the staff of Jyrik today and it is rather odd, might be able to fit it into the character too. Needless to say, the description for the staff is incorrect.

I think that you absolutely need to post this build you have been experimenting with. I have kind of been in a rut lately with regards of a new character in Skyrim. I see a very large potential to bring in some new blood.
