Why should they test it with Unofficial Patch? Most of the people on the site are console gamers, and when you´re making a build, it is good policy to make it pure as possible. I myself play on PC and I don´t use Unofficial Patch.
Nothing says you have to test your build with Unofficial Patch. If someone wants to play this build, he either disables the UP, finds a way how to play it with the Patch, or will not play it at all.

If you have access to mods then you have the ability to do anything... so most write their builds assuming no mods or will declare certain recommended mods.
That said, there are mods that "unfix" certain "fixes" done by the USP if you want to keep it installed and still try a glitched build.

I know how UP can be useful. My main point is that mods are very personal thing. Each player uses different mods.
But everyone have base Skyrim.

DeGroot is the only one that played this on PC, and I believe he wasn't using the unofficial patch, but I'm not sure. It's possible that it makes the staff + sword combo unusable though.
The staff doesn't act as a shield, it's actually your sword blocking which blocks damage. It looks the same as if you were blocking with a sword and empty left hand, but with the staff laid across sideways, which looks kinda goofy lol. I'm glad you liked it though, Ray! Definitely let us know if you play it too.
