Very cool! You should try adding in bound weapons from a conjuration prospective. You can apply poisons with the bound bow from a safe distance and it fits awesomely into the "full conjuration" thing. So you still feel mage like. Because sometimes I feel out of character slashing away poisons with a dagger as necromancer. Bound swords and daggers fix that.
Also "turn undead" spells fit into the theme of Mastery of the undead. They run in fear from you. I feel like restoration would be like an amazing major school from this and should be upgraded from minor. Based on rather directly attacking you can support your undead from afar and be a master of life energies by healing them and making them courageous and powerful.
Also the healing undead restoration spells in dawnguard would be an awesome addition. Keep your undead fighting longer by healing them in combat.
I had a build like this in my head for awhile. I never would of gotten around to doing it though. So I'm happy you did~ But these are some idea's I through around in my head before. I hope you can use them~

That's the cool thing about the build. You boost magicka and stamina (spells and carrying more stuff) and you won't ever have to boost health. Being vulnerable is exciting at times, since you have to make sure your minions are doing your bidding at all times.

I didn't read any further than the Rune Master bit given I didn't want any more spoilers (the less I know about Dragonborn the more fun I'll have playing it). Looks solid, so +1 from me.
Just a note, your statement near the beginning is not entirely true, undead raised with staves don't disintegrate when they timeout
