Addendum
update 7/21: replaced health enchants from Nogo's gear with magicka and stamina enchants, as they went contrary to the spirit of the build and made her too tanky with high-level perks and the Lord stone. The Diadem of True Sight I have enchanted with Fortify Archery and Fortify Conjuration but I'm too lazy to change the image again.
You may be interested in my personal perk progression for the critical first few levels. You will have to save up perks at times in order to follow this:
Overdraw, Overdraw, Novice Alteration, Mythic Binding (just in time for Bound Bow if you started the main quest before heading to Fort Amol), Novice Conjuration, Apprentice Alteration, Overdraw, Regeneration, Soul Stealer, Enchanter, Magic Resistance, Mage Armor, Recovery, Adept Conjuration, Oblivion Binding, Overdraw, Adept Alteration, Insightful Enchanter, Enchanter.
As for choice of Standing Stone, you will definitely want to pick the Mage Stone because Nogo needs to reach the Adept Conjuration perk as soon as possible, but also to help level all the other magey skills. Once you're happy with your spell selection and magicka-consumption, go for the Lord Stone.

This is definitely a Character Build. In addition to the story it has skills, perks, equipment, spells, shouts, combat tactics/strategy, the role-play elements, the 'half-draw', etc. Oh and she starts out as a 'bow-singer' eventually becoming a 'bow-saint'.

Awesome. I'm a big fan of Bound weapons and bows. I also love the 'half-draw' - that has saved me numerous time. Often I fire full draw - big baddie charges me and I am only able to make a 'half-draw' shot before melee range - but that's enough to kill them. You more than fully cover all the elements of a first class build: skills, perks, strategy, equipment, role-play, tips, etc. Plus it is a very creative presentation, an easy +1. Nicely done.
