As everyone may say, "duh! Just use the dual casting perk...yada yada..." Well I found a way to have two flame cloaks (for those who love to stack two different cloaks).
It involves the Follower/Quest Giver J'zargo, which gives you a quest to try his scrolls. Those, against undead explode, dealing damage to you, but can be used against other foes without the penalty (Yay!).
Since the scroll is not classed a "positive" effect you can cast a normal Flame cloak on top and (apart from awesome visual) you deal a lot more damage over time (DoT)!
The drawback is that you only get ten, and one SHOULD be used to complete the quest (J'zargo is an awesome follower) which leaves nine scrolls after the quest.
An easy way to finish the quest is to go into the Midden, find the skeletons (usually 3) which die quickly, help finish the quest and you don't need to hit them when the scroll is active. Then when you tell J'zargo he will become a follower and let you keep the rest of the scrolls (sweet!).
WARNING: the scrolls affect followers and the explosion may cause 100-110 damage to you when it happens, so it's advisable to use when alone and NOT against undead unless you want to dangerously mimic Dawnbreaker (which with both combined make an undead death festival!).

Exactly what I was about to ask. Do you know whether they benefit from Aspect of Terror and/or Fortify Destruction potions for either DoT or explosion damage?
If so, you can get 150%+ magnitude on a custom Destruction potion. With that magnitude, Flame Cloak + AoT = 45 DPS (and expanded range as well). If the same applies to J'Zargo's scrolls, that's 90 DPS, capable of affecting multiple targets simultaenously!
