Before you read this, just know this is my first ever build I've posted, so I will gladly accept criticism as long as it is constructive.
He was a roaming vagabond that traveled all across Tamriel, but he wanted a place to settle down and call home. That place was Skyrim. On his way to Skyrim, he was caught up in a conflict between Imperial Soldiers and Rebel Stormcloaks. Unfortunately, this man was mistaken for a Stormcloak Rebel. Carted to Helgen he thought, "Why did I want to come to this war-torn country?" Realizing he'd be going to Helgen to be executed, he thought, "If only I'd left much earlier..." The Imperial Scout
Race: Any works here, but I would go for Nord, because of the frost resistance.
Major Skills: One-Handed (swords), Block, Light Armor, Archery (optional, but Ry Willams suggested this for being able to defend yourself at a distance)
Minor Skills: Alchemy, Smithing, Enchanting (when on Master or Legendary, but only for elemental resistances.)
Make Smithing and Enchanting Major Skills on Master or Legendary.
A few things to point out here: Firstly, the two crafting skills are not abused, and are only minor skills for this reason. Secondly, this build was meant to mimic the Scout class in Oblivion. Lastly, this is a very straight forward build.
The reason for Smithing being a skill here is for upgrading your sword and shield. (The only perk here is Steel Smithing, and Arcane Blacksmith if you really want it.) Alchemy is only here for making potions, but don't go too much on the potion. Just 2 or 3/5 in Alchemist.
Gear: Imperial Light Armor, Imperial Sword and Imperial Shield (light or heavy) as well as any jewelry you want to have. If using Enchanting, then apply resist magic, frost, fire or shock to all gear possible.
Quests of Interest: This depends on which side you choose for the Civil War. (Do these in order.)
Imperial Siding: Main Quest up until killing the first dragon in Whiterun, then start Civil War, then Destroy the Dark Brotherhood, then Companions (this is optional, but cure yourself of Lycanthropy), Lastly finish up the Main Questline.
Stormcloak Siding: Main Quest (kill first dragon then stop), Civil War, then DO the Dark Brotherhood (for killing the Emperor), then Companions (optional but cure yourself of Lycanthropy), then lastly do the Main Questline.
Shouts: Aura Whisper is the only shout I actually used. Other shouts can work, however. Just don't ruin the roleplaying as a scout soldier.
Perks: Alchemy-2 or 3/5 in Alchemist.
Smithing-Steel Smithing.
One-Handed- 5/5 Armsman, Fighter Stance, Critical Charge, Savage Strike, and 3/3 Bladesman.
Light Armor-5/5 Agile Defender, Custom Fit, Unhindered, Wind Walker.
Block- Just grab everything with 1/5 in shield wall.
Archery- 5/5 Overdraw, 3/3 Critical Shot, Eagle Eye, 1/2 Steady Hand
Enchanting (only on Master+) 2/5 Enchanter, Fire Enchanter, Frost Enchanter, Storm Enchanter

Gameplay
Basically just scout things with Aura Whisper unless going in with a group, then rely on agility to prevent damage. Block what you can't dodge, and don't be afraid to run away. It is honestly a basic Sword'n'Board style warrior, but instead relies on speed.
Against Archers: This is very straight forward once the perk "Deflect Arrows" is acquired. Until then, just try to dodge the arrows. It's even that easy with heavy armor.
Against Mages: This is the weakness of the build (well one of them. That and no enchanted gear; if you can call it a weakness). If it is a frost mage, then the Nord resistance will kick in, but otherwise try to dodge the spells if you can. The important thing is to close in quickly and kill them in a few hits whenever possible.
Against Warriors: This is very simple. Block hits, Bash power attacks, hit them a few times. But also remember to dodge frequently. If something bad happens, well you have Battlecry if you're a Nord. If the perk "Quick Reflexes" activates, then try to move out of the way if possible. It saves stamina for power attacks.
Against Dragons: This is another weakness of the build unless you have a follower who is skilled with a bow or magic. When they land just watch out for breath attacks. Only try to approach when grounded, then run away once it's in the air.
M/H/S = 0/1/2 (Stamina comes first)

One thing that I would like to point out is that your build has no clear morals or rules governing his actions and what types of potions are you making with alchemy and what types of enchantments would you suggest putting on your armor and weapons.
