                          The Spirit of Ice

In a time long forgotten, a very powerful ice mage made a pact with the Ideal Masters for complete control over the element of ice. As soon as the pact was made, he felt an exhilaration of power, and he knew he had full control of the element ice itself. But there was a catch, as there always is when dealing with the Ideal Masters. The mage was told he was to create a prison for an ancient being that resided in the deepest depths of the Soul Cairn. But once finished building it, he discovered there was no such being and was trapped there by the Ideal Masters, but not before they turned him into an eternal spirit of ice, the very aspect of the element ice. With the coming of the Reaper, a powerful being that harvests souls for the Ideal Masters, they put the Reaper in the same prison the mage was in, and the mage performed illusion magic to trick the Reaper's keeper to let him free. Once free, he killed the keeper, then escaped through the portal into Castle Volkihar. He exited the castle, then made his way to High Rock, his homeland. When he got close to the border, he discovered that Markath had been built since he was gone, so he can't cross the border without authorization. So instead he hiked the mountain ranges until he reached the Skyrim-Cyrodiil border, where he tried to sneak over the border, but was caught by the Imperials. he tried to fight back, but realized that he was weaker in this mortal body than in the Soul Cairn, so they knocked him out and set him on a wagon to Helgen.

                                   Combat

The Spirit of Ice starts a battle using Ice Storm, then moving to his sword. He is constantly moving around the battlefield, always moving one step ahead of his enemies while keeping them at bay. When he is in dire trouble, he transforms into his true spirit form with Become Ethereal, then gets his Ice Storm ready to return to blasting. He uses the powers of Frost in shouts such as Frost breath to overwhelm enemies for the final blow to do amazing damage, then freezes the foe with Ice Form to finish him off. He then quickly escapes the battlefield, returning to the frozen tundra he calls home. The Spirit of Ice uses a series of powers granted to him by the Ideal Masters to help him in battle. Those are...

Frost Minions: He uses Summon Frost Atronach with Twin Souls active to get two.

Powers of the Soul Cairn: While in the Soul Cairn, he learned how to summon the creatures of it to him anywhere. Using this power he can summon Wraithmen, Bonemen, Mistmen, and the ancient spirit-horse, Arvak, during battle to aid him.

Soul's Wraith: Because he is a spirit, he has the power of Detect Life and Detect Dead, and can throw objects at the enemy using Telekinesis.

Easy Escape: He uses Harmony first, then Invisibility to ensure an easy escape.

When the Spirit is out of Magicka, he uses his sword. His superior bladesman skills and enchanted weapon put up a good fight against the enemy. When he is in trouble and his health is low, he uses a Fortify Restoration potion, then uses Healing in both hands to get maximum affect. Once fully healed, he returns to his sword and fights the enemy until the enemy can't fight anymore.

Theres quite a bit that can be improved here. Your characters level is way too high. Remember the end goal of a build is to share something that others will want to play. Few people are going to invest 78 levels on someone else's build. I say cut out what you dont need. Try to reduce this down to level 50. Thats a sensible level cap for creating balanced builds.

I suggest writing your chosen perks here or having someone in the art group make a perk spread for you. Many are drawn away from a build when they have to visit an external link just to see the perks that go with the build

Most of your combos do not work as described which leads me to doubt this was even play tested. Your first technique "Frozen in Time" uses three shouts in a row. This is impossible without using a shout cooldown exploit which you have made no mention of in this build. Understand that playing your build yourself is vital. Like I said before, the whole point sharing a build is having other people play it. Nobody will want to play a build that does not function as advertised.

This build has the bare minimum requirements to avoid being featured and subsequently deleted after 24 hours, but as it is now, there is little chance of this build advancing past the bloodworks rank. Builds that remain in bloodworks for longer than a month may find themselves in a death match where they'll be deleted if they fail to win the community's vote or 20 likes.
