Another point is that, if you keep Windshear in your left hand, you can benefit from the left-handed forward power attack - which grants a stagger (most of the time) as long as you're not using a dagger to perform the hit.
So you'd feint (get close enough to encourage the enemy to do a power attack), backpedal out of the way, wait for them to just recover, and do a forward left-hand power attack with Windshear. That staggers them, and you can slice & dice with the right hand.
Anyway, nice work on this! I've never really used Windshear, but making it the focus of a build in a way that isn't overpowered is an attractive option.

How many words of Slow Time did you use? Just 1 word is nice, but the other 2 are great - except that they require you to get involved with the civil war *and* complete the College questline. How did that play out in RP?

I used one word, although I am fairly certain Ponty has a guide to backdooring Korvanjund and the other place. I'm probably going to link it somewhere on the build, because I can't find a reason for a pirate dude to join the College or the Civil War. Thanks for pointing that out, three words of Slow Time are indeed great.

The Civil War *might* fit, if you RP it as just joining up as a temporary merc for some coin. Probably join the Imperial side in that case. It's just a couple quests in, so it wouldn't take too long I think.
But yeah, finishing the College questline would be hard to justify.

It's not that the left hand swings faster (it doesn't - the right hand does), but that the speed of your swings when dual-wielding is dependent on the weapon you are holding in your left hand. So for example, you could dual-wield with a dagger in your left hand and a mace in your right and swing that mace much faster than if you were wielding a mace in each hand. Just one of the quirks of the game.
