hey Volkan, yeah I left a quests section out on purpose because it's pretty straitforward that you'll need to do the quests for some of the stuff the build needs to survive. You'll want to do the main quest up until setting the dragons loose for sure.
Also there's Wind and Sand from DB dlc, and the dungeon delves associated with Cyclone. If you're heading to Solstheim at low levels on difficulties higher than Adept, you should bring a follower along with you.
I would recommend the College of Winterhold so you can get easy access to spells and eventually Dragonhide.
Aside from that, you can really join whichever factions you'd like, or even just focus more on exploration and radiant side quests.

Hey Jolly, both of those equipment setups sound great! I preferred not to get involved with the Civil War, or use the equipment you get at the end of them because it's unique and if I would've enchanted it I can't change the enchantment if I wanted to.
Companions would also be very good for this character, they give you access to free training! Aside from that, werewolf form (if you want to use it) works well with the cloak and flesh spells. I did call the build "a wandering mercenary" at the start of it, so getting paid to fight in the war or with the Companions would definitely fit the character, but you can make your own backstory if you want, too.

The use of wind to supplement a two-handed heavy swinger is something we all will do at one point or another, now. Really neat presentation, although why clothes and not light armor? Even something like hide would give more defense while still weighing really low. Aesthetic?

Aesthetic, yes to some extent, was most of the reason for Alteration. I also was going to cast magic before battle anyway, so I just went full Alteration rather than mixing Light Armor and Alteration.
Also having magic resistance without enchantments is a really good bonus as well, coupling Alteration with the Lord Stone easily makes you more resistant to mages and dragons compared to most other two handed warrior builds.
