This is a very nice build... CQC archery is something that is very much overlooked in Skyrim and I am glad you took this on.
That said, my only comment is the switching from Spell mode to Archery, draw time and all that. My understanding is that with Fast shot, Zephyr and Auriel's Bow is able to Nock an arrow within a sec.. How about Nordic Bows? What's their time frame like?
Also, you might seem reliant on the slow time shout for melee, cause i see nothing here that helps tackle in your face fighters (You know, bandit chiefs, Berserk Orcs and all that) save for power shot perk, which staggers 50% of the time. With Extra effect in enchanting, my take is that you're better off with a Frost enchant on the blow for the slow effect + absorb health... this is for melee opponents. You can of course switch to Shock Damage + Magicka absorb for the non melee types.
Anyways, I really like the CQB archery idea and it's given me some aweome ideas that I might want to try out as well. +1 from me.
