           Miraak came to me to stole my souls(doesn't count with any dragon souls)
           Miraak gonna absorbs dragon life force on "AT THE SUMMIT OF APOCRYPHA" which the dragon will land different places.
  
  NOTEragon didn't land on the same land as Kruzikrell/Kruzikreel or what ever the name is.So,thats fix the bug with the risks.Playing from first main quest you got

If you're asking whether you need to use them in general it has two sides. The patches will make your game more stable, but you'll be locked out of glitches such as Restoration exploit, Necromage etc.

I had a character that went there after finishing Discerning the Transmundane but did...  moreIt might be a conflict of quests, I usually try to keep as few quests at the same time as possible, plus using Unofficial Patches so I never face these kind of glitches. I had a character that went there after finishing Discerning the Transmundane but didn't get that far with him to verify. Hermaeus Mora's dialogue was changed though. It can be a combination of that and going to Solstheim early.

  First play Dragonborn dlc works fine,because I didn't finished Transcending the Transmundane,
  But I made another character with finished Transcending the Transmundane,its all bugged out.

Sometimes mods leave traces even after being deleted, especially mods with scripts. For example, I had a mod that altered trap damage - it stayed in the game even after I deleted it. Only reinstalling Skyrim fixed the problem. It could be that you have the same issue, with some mod leaving it's traces even after you've deleted it. In any case you'll do good to reapply patch after deleting the mods.

If you think it can be due to a mod conflict I suggest disabling all mods and try again. If the bug is still in effect your only option will be to revert to much earlier save. If your game doesn't start with all mods disabled try enabling them one by one up until the game starts. You can also try arranging your mods using Boss and creating Bashed Patch using Wrye Bash to avoid mod conflicts.
