For once it looks like Skyrim's bland NPCs should enchance RP here. Random citizens coming up to you and saying random shit fits perfectly. My first thought for losing memory is the Daedra, Hermaeus Mora specifically. The knowledge of Apocrypha to much for him (but somehow he escaped and didn't become a Seeker), or maybe going into Vaermina's realm frazelled his mind. For some reason I'm focused on going to different realms. If he's a mage, the Eye of Magnus could have untold effects on a mage. If the character is a Vampire Lord or a Werewolf, losing himself to the beastial power of that form could wipe memory I guess.
As for where they ended up, cal me cliche but waking up somewhere random in the wilderness, possibly awoken by a thief stealing from them or a giant passing by, is a pretty cool way to wake up.
And for regaining memory, going to another Daedra might work (in exchange for something of course), going to the Augur or going to Neloth for alternative treatment for a mage, curing your affliction for the Vampire/Werewolf one.
It al depends on what type of character it is, where they come from and what path they take, mind giving some more details?

The character I have in mind will, in fact, be a Vampire, so losing himself to the power could work, maybe even paired with one of your Daedre mind sweep ideas.
And for regaining memory, I figured I would have him go to some location (dungeon or otherwise) and suddenly be hit with the memories of the horrible horrible person he was. While I wouldn't want to cure his 'affliction', having him talk to Neloth or Falion is a pretty neat idea.

I can't decide when to retire my characters, or what all their end goals are. The blacksmith's crowning achievment could probably be forging a set of legendary armor and building Lakeview Manor, maybe the thief stops at becoming guildmaster, the warrior stops after paying a bard to write a song about her adventures, the paladin mole...becomes the leader of the Volkihar and institutes some reforms to put mortals in less danger? The mage becomes as skilled in his chosen magic schools as he wants, but...doesn't really do anything with it aside from enchanting for profit? The merchant makes a bunch of gold, and then...something. Endings are hard :P
I can't decide when to retire my characters, or what all their end goals are. A Necromancer who helped the dawnguard since he didnt like the Vampires rising up. after Harkons death he left all of his belongings in Nirn and Traveled back to the Soul Cairn du Study Undeath and Eternal Life. no one ever saw him again. ^^

In all seriousness though, I rarely ever 'end' a character, I just get too excited about another build or idea and start a new playthrough.
What I'd advice for roleplay however, keep the character in mind.

"House Telvanni was among the staunchest defenders of slavery, which they saw as an ancient Dunmer right. Their ideals and desires, evidently not concerning themselves, were left to the slaves to obey. However, both Khajiit and Argonians, the two most common slave races, could join House Telvanni and advance with the same level of respect as other races."
Certainly possible, but I would guess your scaleback would have experienced more trouble than others in his path to apprenticeship.
Maybe a strong personal driver to proof he can be among the best? Like J'zargo perhaps? Or does he remember his humble beginnings and tries to repect that?
I'd highly recommend Frostfall for the climate part of your question.
If mods are not an option, Skyrim is cold in all regions by Argonian standards.
In the real cold (snowy/icy) regions Frostfall forces you to get indoors, linger by fires, eat soups etc. and wear warm clothing.
It's easy enough to play that even if the game isn't actually freezing you to death.

Or a random self-heal every once in a while for the same purposes.
