It's a lore thing. While you are absolutely correct, the Imperial Battlemage is different, it's a specific position in the Emporer's court. If you ever played Oblivion you might remember the character Ocato, it's basically like him, a robe wearing mage that has the title Imperial Battlemage.

Samjt has the right of it. Also my reason for not using shock are listed above. I found during testing that fire dragons required a destruction potion to help with the damage but it was never a big problem.
