There are some minor flaws which should've been noticed during your play-through. As already mentioned, fire immunity is not possible (without exploits). Also as already mentioned the jagged crown is not enchantable (nor can it be improved) - these facts show that you probably did not play this build. If you didn't play it, how can you expect others to try it.
Also this statement confuses a lot of people: "All targets on fire take extra damage". A better wording would be "Fire causes damage immediately plus targets burn for a little more damage over time." Targets on fire do not take extra damage from, for example, getting hit by a sword (the sword does its normal damage, nothing extra).

UESP data are not wrong, some are just outdated and nobody update it. If my memory serves me right, UESP data used to say it was capped at 80%. I did't even notice it have been 85% now.
Not being an *ss here, but it seems like you are obsessed with healing and enchanted equipment upgraded to legendary stats. Not all build need their equipment to be upgrade to the max, would have suffice even at Exquisite stats.
The only reason to have Arcane Blacksmith was to upgrade already enchanted equipment, else there is pretty much no reason for some of the build out there.

I used skyrim calculator and it only add up to 41 perk, but the author say this is level 50 perk build.

What do you mean it's outdated? Like they changed how elemental resistances work in a different patch? Despite what you may think, I'm not obsessed with healing and enchanted equipment upgraded to legendary stats. I would go further to say that the reason why you believe that is because I mentioned those two things when critiquing your build. I felt like both of those two issues were relevant to both builds. Sorry if that comes off mean, I'm not trying to be an ass either.
Personally though, I believe that every build should have some form of healing, whether it's potions, Restoration spells, Absorb Health weapons, armor enchanted with absurdly high Health Regeneration, or what have you. The only exception I can think of is builds that can consistently avoid getting hit in the first place (for example, some heavy stealth builds). However, this build looks like one that gets right in the thick of things.
I also agree that not every build needs to have their equipment smithed to max quality. In the case of this build, it could even work without any smithing at all, seeing as it already uses high quality armor and heavily invests into enchanting.

I have to agree with this as well. Even if you aren't going to playtest it, a quick search on the Skyrim wiki or UESP would reveal some of the issues with this build.
