She does, however, IIRC it is possible to skip the "Dragonborn" quest by learning Bend Will first and cleansing the Wind Stone. Storn does have dialogue for it too, he sends you to find Frea and starts the Temple of Miraak quest.
I've done this before in a playthrough as a Dovahkiin, I was just thinking its possible to do it without starting Dragon Rising using this trick with the Andromeda mod. (P.S. is this mod available on PS4/Xbone?)

You are absolutely correct about Frea and starting the Skaal Questline without becoming Dragonborn! You are also correct about meeting Krosulhah outside Nchardak. This equals two dragon souls without being Dragonborn, assuming that Miraak doesn't steal the soul from you after the battle. This opens up more possibilities. You gain access to Epistolary Acumen, so Frost Breath become a better option than Ice Form with Dragonborn Frost and Fire Breath benefits from Dragonborn Flame.
Beyond this, you can choose either to have two word of Bend Will (which has a huge area of effect and range, plus you can now control NPCs and animals) or choose a different shout and still have access to the All-Maker Stone powers. This could make for some interesting character builds!

I'll look into seeing if Miraak always steals that soul. It's possible it could be 100% because its a quest dragon encounter.
On the plus side, freeing the Skaal means Frea can be a follower and Morwen can be married, plus you can also do the quest to learn how to smith Stalhrim, and access to a master Two-handed trainer. All without having random dragon attacks

True. The nice thing about Bend Will is the short cooldown and the stagger (it can be used to stagger feed in Sacrosanct). The once a day powers are good for builds like Alastor's Vancian Wizard. I think that the "A New Source of Stalhrim" quest can be completed if you get it before starting "Gardener of Men" for Hermaeus Mora.
