25% more for "Restore" potion effects, yes.
Unlike Enchanting, where boosts to one enchantment also transfer to another (If you enchant a fire/frost sword, and have Augmented Flames, frost damage will also be boosted), in Alchemy, perks only affect their own components in a multi-effect potion (Making a Fortify Health/Restore Health potion and unlocking Physician does not transfer the +25% magnitude bonus to the Fortify Health effect)

You're probably better off asking this in the Character Build group helpdesk thread. And you will probably need a bit more info as well, e.g., does the character solely use power attacks? Do you plan to sprint a lot? Do you have any means of restoring Stamina in a pinch (enchantments, potions, Respite perk, etc.)?

I've played around with VL powers quite a bit but I never tried this. However Aura Whisper does the same thing and you don't need to perform a glitch to get it. Just saying :)

I've never tried, but based on some data I believe it not to be possible. It is determined that mist form can be used in human form, and by accident I found the 'bats' power is usable a well. This is achieved by reverting to human form in the cooldown of the ability. Thing is, while the aforementioned powers have a cooldown of 33 secs and 20 secs respectively, the detect power has a cooldown of only 3 secs. Given the time the revert animation takes, I'd say that if it is possible at all (and I have my doubts it is), the timing would be so strict it is, as I see it, too impractical and unreliable to use. Since you are a vampire anyway you might as well stack talos amulets and as Vargr suggested just roll with aura whisper
