TES has far more to offer. There's no rule book on life. All I do is ask myself, "Is this likely in the world of TES? Does it fit?" Sometimes it does and sometimes it doesn't.
When it doesn't, I bring Sheogorath into the mix and blames him.

This. You can choose to limit yourself by Lore or you can expand upon the Lore yourself to make it fit your whim to a certain degree.

This. You can choose to limit yourself by Lore or you can expand upon the Lore yourself to make it fit your whim to a certain degree.
Would anyone even care about me putting spoilers for Chronicles in here to get my head out of the damn clouds (WoW) and actually type Ch. 24 and write 25? The spoilers would be for 25; not about to let anyone see 24 yet.
In the chapter, which is a Serana PoV, I have them finally arrive in Windhelm (I even have a date like how Lis does with her entires because I have... certain events that take place at certain times). The only problem is it doesn't really start to shine until night falls and Xian and Rolff get into an altercation with the drunk bashing my Argonian's head against the inn sign. I know it got dark reall quick, didn't it?
I have Serana wandering around before all this happens and I'm trying to make sure it doesn't get too condeluded or boring. Any tips?

Well thanks to the small advice from Sotek, I'll post some of ch. 25 that I'm stuck on (it's on the PoV of Serana):
That was weird, I thought as Xian made his way to a market stall. An ale, tundra cotton and... blue mountain flowers? What in Oblivion would he need those for? The only ting I could do was shrug and have a look around.

"Ah, the civil war," I said nonchelantly refusing his hand. "Only heard bits and pieces about it."
"Let me guess, you've heard that Torygg was murdered by Ulfric Sotrmcloak? Every Nord's hero and leader?"
"Something like that."
"Imperial lies. All of them!" Rolff spat angrily. "Nords oughta rule our land, not some man on a throne down south!" He kicked a small snow drift before continuing. "He challanged the 'High King' to honorable combat! And it was accepted. The idiots should've known the consequences it'd bring 'em. No, instead they brand him a criminal destined for trial and execution!"
Rolff was pasionate about that shit, I admitted. What he failed to understand was that laws became a thing, overturning 'Nordic traditions' like challanged combat. The duel would be allowed but killing the other would result in a bounty. Which would have many hunters come for the reward of coin.
"If I may ask, how did Ulfric kill... what was his name?"
"Torygg. the dogs say he Shouted the man to pieces. More lies! It was Ulfric's blade piercing Torygg's hear that killed him."
"Shout?" I asked
"Yes. Ulfirc can Shout. He trained with the Greybeards when he was just a lad."
I want this to escilate into something far more, like a fight between Xian and Rolff which I already know how it ends and all that. I've no idea what to do from this point. Do I make Serana walk away from him, have Xi appear telling her it's time to head for the inn? Anything to make me relieved of this block

He spat on Xi's boot and continued in snarl, "Maybe Ulfric should have shouted that puppet to pieces. Shouted so loud he'd blow all the gray-skins and scale-backs into the Red Mountain!"
He laughed like he'd just said the funniest thing in the world and then cast a leer at me. "And their tail-fucking whores."

I cant remember if Serana and Xian are actually together, but he'd probably jump to that conclusion either way. Something along those lines should help raise the heat a bit!
Rolff, I always make sure to show him just where he should shove that stone fist of his when passing through Windhelm. I'm about a year or two behind in your story, but heres my two cents:
