Race:
Bosmer provide the best Archery bonus that is used in Mounted Combat, whilst if you are sticking to the full Noble look I would suggest Bretons for the Conjuration bonus. It's difficult to call.
Goals:

Ritual Stone - Used for a special move called "The Pack" which is utilised after killing various wolves and raising them as a sort of hunting group.

Archery
Although the combat section of this build can be a challenge, it is mainly based on a mixed-up mounted archer build. With a bit of help. Crossbows are the key weapon for this in particular, it all pans out in the Gameplay section.
This build uses full light armor built from a range of several selections. Keep an eye out for them in the "Gear" section.
Minor Skills
Conjuration
Raising dead wolves to form a pack will be considerably useful in this combat style.
One-Handed
The final side to this build involves very much a strong one-handed edge which will provide a back up skill.
Unique Gameplay
The main premise of the build is the combat style called Foxhunting. Now, this doesn't necessarily mean you go around shooting bolts at foxes all day!
The distinct style is that it is horseback led hunt. The gameplay requires you to have a dog follower of your choice (See follower gameplay section). You should use a crossbow whilst in mounted combat to fire ahead at the selected target which will send forward your follower, dog and any raised assistance directly at them.
When you slaughter particular dead such as Wolves or Sabre Cats you should use the Conjuration skill/spells to raise them as a part of your pack.
When inside a dungeon, stick to the rule of staying back and letting the pack do the work for you, obviously you will have to dismount as with anywhere inside.
Follower Gameplay
My suggested choice for a follower would be Faendal as when armed with a crossbow he builds up an intense firing line that is far superior to most followers.
If you decide to continue the game to higher levels , you may choose to replace him with Aela The Huntress as she is the best archer throughout the entire game.
Although all of the Dog companions in the game have the same (Or incredibly similar) stats, I chose Vigilance to be my worthy accomplice on this journey purely for the name, more of a roleplay thing.
Another good suggestion would be Bran or Sceoland, the two Dawnguard Huskys because they look well equipped for the part as well as in the Northern areas of skyrim make excellent hunting dogs.
Finally, when you fight down a pack of wolves, a bear or even some sabre cats, you should use conjuration to raise them as mentioned earlier. This is building on your "Pack" that assists you in this unique fighting style.

These ideas are just suggestions for you to develop, or not develop when you are playing the build.
Suggested Quests
When foxhunting was at it's hype, it was mainly a high class sport. Using this to your advantage I highly suggest several questlines to keep you in high society.
Thane Of Skyrim - Become Thane of every hold in Skyrim.
Dawnguard - Join the Dawnguard faction because you are amongst the ranks of some of the most highly vain and arrogant people you will find, *COUGH* Isran, as well as having a good public view for doing something well. And don't forget your crossbow!
The Companions - Much like Vignar Gray-Mane, you prefer to allow a pure generation of fighters to fight, however remain an adamant figure within such a society. Perhaps even Harbinger, if you wish.
Civil War - As noted above.
College Of Winterhold (A Bit) - You use your magical skills to an extent, joining the College and bringing all aspects of your nobility.
No-one Escapes Cidhna Mine - Siding with the nobility of Markarth, of course.
Roleplay
High nobility has always used foxhunting as a showing of power and superiority, so as shown throughout the gameplay section the main ideals of your build should be to work on making sure you are liked thoroughly by society.
Obviously, this isn't called the Foxhunter for no reason. Foxhunting can be incorporated into your build at any point necessary, as a hobby or a side project, including my own personal quest that I have embedded below for you.

Solitude Guard Chestpiece - You'll have to retrieve it from a dead guard unfortunately. Enchant it with Fortify Conjuration & Magicka Regen
Penitus Oculatus Bracers - Take it from a Penitus Oculatus Agent. Enchant with Archery Boost.
Steel Nordic Boots - Can be crafted or bought from a Blacksmith. Enchant with Muffle for assisted stealth.
Enhanced Crossbow/Crossbow - Obtain it during the Dawnguard Questline, if you don't have the DLC you will have to settle with a bow of your choice. Do not enchant crossbow, if using bow then enchant it with Fire Damage.
Exploding Steel Bolts- Boom Boom Boom!
Dawnguard War Axe (Duel Wield) - Both should have Huntsman's Prowess found on the Poacher's Axe. They can be found in the Dawnguard Questline and the Poacher's Axe at Halted Stream Camp.
