That has got to be Mr Storm cloak, the clues are all there, our country full of strangers, pay the debts of an empire to weak to rule them, yet brands them criminals for wanting to rule themselves. am I right?

I meet her all the time when I take a boat from Dawnstar to Solitude. I don't like to use fast travels. And I generally don't do Lights Out quest, unless I'm roleplaying a bad character.

Ah it took me awhile to "meet" her because for years I didn't even know I could use the boats to fast travel. I just turned into a werewolf or a vamp lord and ran to the nearest town with a carriage x_x
