This is the Han Xiangzi tactic from my own build, The Drunken Boxer. By blocking with a shield it weapon and then unequipping it you can block with your fists. Certain block perks like Quick Reflexes and Power Bash apply as well as any enchantments or unarmed perks from Ordinator. The only perk that doesn't apply is Hissing Dragon, but with TK dodge installed you can hold block and attack immediately after dodging to do a regular attack that will proc Hissing Dragon before going right back into blocking.
