  Heavy handed could have many interpretations.  Two that come to mind would be a strict ruler and/or a hard hitter.  I think it's a fitting nord name.

  Wulfgar seems to a varient of Ulfgar = wolf spear... the second I don't know ..Skarthi is a mountain pass.. . mane seems a variaton of mani meaning moon.  So my best try would be Wolf-Spear Moon-Mountain-Pass.
