Aww sweet, you like running Dragon Tail on Milotic as well? Definitely one of the coolest moves to teach one. I love running Milotic in either UU or OU (especially OU) because of it's good combo of Healing, decent defenses and good attack. It's kinda one of the most unexpected Pokemon.
My set would be a little different, meant for defense more than offense but that is a really cool set, might have to use it on my next team.

You could also swap out Toxic and Surf for Scald and Ice Beam to give some defense against pesky Phsyical Attackers and turn Milotic into a complete wall, especially if you swapped out the Leftovers for a Flame Orb (Status boosts defense, burn reduces opposing attack, Milotic has naturally high SpD, Recover makes the Burn Damage minimal).

True, true, plus if you can get a few Coils up you've got some decent Defenses starting to happen, I do like the D focus with the SpA, that's a kind of rare combo that's cool to see, and I like the idea of Cute Charm, though I'd probably rather stick with Marvel Scale because of how common Scald is these days (I swear, every Pokemon has either Knock Off or Scald).

This one relies on a fairly simple gimmick. That being a combination of Hydration, Rain Dance and Rest. Combining these three things allows you to fully heal without any drawbacks for the duration of Rain Dance. Add to that the fact Thunder can't miss when it is raining and the healing from leftovers and you can be pissing people off within minutes.

Is there a type of Goodra that isn't an asshole? I love using it, mostly because like Milotic it's so versatile. I've played against both physical and special attacking and defending Goodra's, but your set kind of seems to be the most fun, I might consider dropping the Leftovers for either Damp Stone or a Rocky Helmet to gain more benefits (first one extends healing and thunder accuracy, second makes you a perfect defender) but I might just have to use it.
