For me its storm call, ultimate shout, although marked for death is fun because it usually leads to a finish move

Elemental fury is usually my go-to shout. At level 3 its akin to an orcs racial ability as it basically doubles your damage output. A berserking orc running stage 3 elemental fury is pretty much unstoppable 1 on 1.

Become ethereal is another very uselful shout if your using a melee class against mages, it allows you to close distance quickly while they use up their magicka and once close you can hopefully stun-lock them.

Aura Whisper is another i use frequently when i'm running high level builds.

Ice form is great if you have companions and undead minions as it holds a group of enemies in suspension while your horde feeds on them one at a time - muh huh huh!!

Elemental Fury is an amazing shout.

I feel that Odahviing is pretty much useless. He hardly attacks and it seems that even on Expert my characters dominate Dragons which are the thing you would think that that shout would be good for. And besides, by the time I get that shout I'm already pretty high level and if I need a crappy dragon to fight an enemy dragon the character obviously sucks. I'm kind of dissapointed in Bethesda for making the dragons so easy really... They said that they where gonna be really hard "Boss Fights" that you would use up almost all your resources on. And yet I hardly ever use potions when fighting anything.

I really love using Fire Breath, I don't know why but a few of my characters use it almost always. I've used Call of Valor in a few sticky situations (Dragon Priests come to mind... But it's better to just Fus Ro Dah/Ice Form them and killem while they're down.) Most of my characters completely ignore Throw Voice. Slow time is a fun one too.

Hmmm, I should probably not list my thoughts on every single shout  I just want to say that I never use Dragonrend. Ever. Except for in the main quest, in which I think it is very stupid that they make you after the whole Greybeard freakout at it. They made it seem all evil and yet they make it the only option...

Oh, and I almost never seem to find Aura Whisper. Not a dungeon I'm around much?

Elemental Fury is fantastic, especially if you are running a two-handed specialist because it eliminates the only drawback of using a two-hander.

My current character keeps the second tier Unrelenting Force as a default while running around. I don't need a shout to beat most opponents that will attack you on the road. The second tier version pushes them back just far enough to let you dash in while they are still staggered. Handy if you weren't paying attention while playing Skyrim.

Throw Voice and Fury are tons of fun. You see one opponent walking around but suspect that there are more. Draw them into one spot and then provoke one to attack the others.

And Whirlwind Sprint to run between Ranger Ridge and Whiterun because I'm stubborn about not using Fast Travel but impatient without it. Ranger Ridge is a mod for a cottage on the east side of the river, just within sight of Honningbrew. Sprinting and Whirlwind make it a short trip.
