Nice! My dad and I used to stay up late at night to catch the Creature of the Black Lagoon movies... good times (til it was time for me to go to bed, that is xD)
Great build, and awesome trip down memory lane ;D

I honestly doubt I would have ever taken a peek at this if it hadn't gotten a Hidden Gem spotlight. I don't really like beast races and have no interest in builds for them. In this case, I definitely was missing out! I really like the repurpose of in-game books to be talking about the creature, and the rewriting of the lore for the sunken fortress really makes things interesting.
The bioelectricity really keeps things from being stale, and makes me more lenient toward heavy use of MfD, which I normally don't like in a build. I do understand why it's used so much in unarmed and otherwise physically weak builds, I just really don't like the shout because of the permanent effect glitches as well as the severe imbalance it can have if abused.
The gameplay seems really fun! I never explored in the water much even with a waterbreathing necklace, because there isn't much to do other than loot things and try to defend against slaughterfish with a cloak spell. Boring for normal characters, but very appropriate and fun to have Mr. Monster chilling in his personal domain, or always lurking in the shoals. The sneaky unarmed combat (without being The Batman) could surely induce giggles and/or feelings of wicked glee. And the idea of using a standing stone to replicate poison spittle is just amazing!
Overall, worth a +1 for me, even though I may never get around to playing it. This is probably the only argonian build to ever get a like from me, so that's good for you!
