My first thought was that you just needed enough of an understanding of how magic works for you to be able to channel magicka, but then I remembered the random encounter in Skyrim where you meet the nord with the drained raise staff. This Nord claims that he went to the college to become a mage after finding the old staff, but they told him that he himself had no magic or something along those lines. So it might be that only certain people are born with the ability to manipulate magicka.

The fact that a player has a magicka pool to begin with refers to inherent ability.
The question is how this inherent ability came into being... the elven blood in all of the race of man? Or something more?

The magic is in the staff, not in me they said."


I see it more like faralda meant the specific magic didn't come from him not that he has no magic at all. 
He said he thought he was a wizard because things would raise around him, went to the college and told that to faralda. I interpret it like this " You didn't cast that spell, the staff did". Not saying he has no magic just that he isn't the one casting the raise dead spell.


I believe everyone has the ability to become a mage, as long as you understand magic and train in it you can become a mage.  less

Chris H. 61.2 for boots & gauntlets, + 82.8 for mask & helm, assuming 200 total heavy armor skill (four +25 skill enchants) and juggernaut 5. So, total would be... 288. before ancient knowledge and heavy armor potions.

It would seem that Skyrim does not favor a hybrid gear set up at all.

Chris H. Well. you lose a lot of armor not having a chest piece, it contributes the most. But also the fortify heavy armor effects don't contribute much; the five ranks in Juggernaut alone is more than double what you'd get for an extra 100 skill (which is 40%).
