I think you made a mistake I'm the third paragraph. You said that with Power Shot, a crossbow will stagger 100% of the time. I believe it actually staggers 75% (50% of 50 is 75).

I'm slightly confused about the stagger chance from crossbows. The only thing I came across in game was a crossbow that ignores 50% of armor rating. So where is the other stagger chance coming from?

itsa "hidden" effect that ALL crossbows have. I only discovered it after getting staggers without powershot.

It seems to work in this order for me: 15% chanse to paralize (if bulseye is taken, 50% chanse to stagger from crosbow, if not, 50% from powershot. Never a 100% chanse, it does start to feel that way do. (slightly higher than 80% chanse to slow something down.)

I don't like Khajiit, is nord viable? or breton? I was going to use candlelight to substitute for night eye

Every race is viable with every build IMO. Unless the builder is strickly adament about their own RP or use of racial skills. Nord would be badass for this build.
