    Unfortunately, he does nothing wrong until he takes over the college. So a contract on him would be pointless

    hm…. All i can think of is people in quests, like Mercer (who did stuff wrong but is killed in Theives Guild)…..

    Isn't there a way to get to Elenwen? she can be a target

    She isn't after the main quest, I just don't remember if you can get to her or not. And Michael, she's part of the Thalmor. Need I say more?

    I only accepted Nazeem as a contract because he has become the posterchild of annoying characters in skyrim, I had to put him in... I won't accept characters strictly for being annoying anymore *hundreds of people are deleting their replies that said "kill Aerin"*

    The thalmor are not a bad group, they've just have made it illegal to worship a false god. They have done bad things, but they were all justified for the betterment of mer kind

    The Thalmor in general are genocidal, i.e. the bosmer purges, killing all the Blades, going to war with Cyrodiil, and Elenwen was the person who tortured Ulfric when he was captured by the Thalmor. I also think her telling people to capture or kill any Talos worshipers,thus trying to help destroy an entire belief system is enough to get someone on an assassins list.

    And yes, there are letters from her telling other thalmor to find, capture, torture, or kill Nord Talos worshipers. She may only be an ambassador, but that doesn't mean she's innocent.

    Nope she's essential  it made me think there was going to be a questline with her and the thieves guild but no such luck.

    Because Talos was all powerful and perfect and completely not genocidal.

    I say (and you may think this is stupid) but split the RP. If the person is a Altmer or any group neutral to the Thalmor, she is fine. But if it is a Bosmer or a Nord, or Redguard (after the Thalmor attacked Hammerfell), she is not justified and should be killed.
