You must place your tags based on a template they provide you with. You're allowed to use three build tags, one racial tag and one rank tag. If you have any more questions, I'd suggest going to the help desk. I'm not very knowledgeable on the matter.

not sure if someone mentioned this, as i don't have time to read all the comments. But you should have the sword in your off hand. When using dual attacks (or at least dual power attacks) The game checks the speed of your off hand weapon. Thus, you always want the faster weapon in your off hand.
