To elaborate a little, my perfect bard is Thom Merillin from the WoT series. Anyway, I love your build, and its a great idea from which to take inspiration 

Especially like the idea of setting up the followers as head of guilds and Thanes. Find a follower for a hold, do some radiant quests with him, buy him a house and give him the "weapon of hold" that marks him as a thane.

Plus the suggested mods list really adds some spice. Again, great job.

Just wanted to let you know I started this build yesterday, and enjoying it so far. First thing i did was getting sven killed heh. Do you have any other candidates for the Whiterun Thane?

There aren't too many options that early in the game. My suggestion would be to use Uthgerd as a backup, as it makes sense the new harbinger would be welcomed easier if she had done something that won her recognition from the jarl.
