The Pelagius Wing was a hideout too but it seemed weird entering Castle Dour with all the guards in it.

I've just created a new character and went straight to Solitude. The gate into the windmill is closed but not locked and it can be opened. 

I failed you my playtesting wasn't good enough

Thank you so much! I finally found your post again since I stopped playing it for a few days. The enforcer thing is a really good idea, I'm going to try that as soon as possible. Do you have any recommended followers?

In my opinion Jenassa is the best. She is skilled in light armor and sneak which makes her harder to detect than the rest. Equip her with enchanted gear and she'll be safe.

So, got illusion high enough to reliably cast invisibility.... Combined with muffle, completely hidden... No detection whatsoever.. Lol.. Negates the fun of sneaking around. I'd have to agree, going without magic might be more fun.. Time to reroll!

If you're on PC, use player.forceav to change your magicka to about 150 and allocate the rest to stamina.
