Right. Perks are applied on a one-time use. Whatever buffs you have active when the perk is selected (i.e., Necromage, and in some cases, Fortify Restoration or other magic schools) will continue to be applied even if they are later removed. But likewise, adding buffs after you select the perk will NOT buff the perk as it's already been applied.
