Fantastic guide man! I've heard that NV also affects the Stability perk... is that right?

Not to my knowledge, no, though like Stability, it increases the duration of Alteration spells (only ones cast on yourself though).

It does not, but it boosts the base duration of the spell before stability is applied if you use an Alteration spell that affects you,

Ebony Flesh will last I believe 120 Seconds total with both Necromage and Stability

Okay, I know this is old and this may be a rather really dumb question, but is it possible to take the necromage perk, then take a perk like Steady Hand, and THEN become a vampire and get the bonuses from NV? Thank You!

Yes. Basically, just don't perk Steady Hand when you have both Necromage and vampirism to avoid glitching Steady Hand.

So you must have both necromage and vampirism at the time any perk is taken to receive any kind of bonuses?

Right. Perks are applied on a one-time use. Whatever buffs you have active when the perk is selected (i.e., Necromage, and in some cases, Fortify Restoration or other magic schools) will continue to be applied even if they are later removed. But likewise, adding buffs after you select the perk will NOT buff the perk as it's already been applied.
